Job Summary The Division Assistant Chief Mechanical Officer is responsible for the divisions in the Eastern and Western Region and ensures adherence to the safety management system. The position establishes system policy direction, objectives, and standards for day to day and long-term maintenance and repair of car and locomotive equipment, associated facilities, and train operations. Main Responsibilities Productivity · Provide oversight, control and execution for disruptions · Direct activities for clean up at derailment sites · Determine the required use of contractors and site management · Provide direction and oversight to CN’s Environmental and Dangerous Goods personnel, remove road blocks and expedite processes to ensure track efficiency · Assist and study disruptions on the main line across the region to establish best practices for leading various kinds of derailments including Dangerous Goods and Environmental impacts · Establish means to reduce costs and operational impacts to CN · Create data to study and make recommendations for improving CN’s handling of challenges · Review contracts and participate in negotiating new or renewal of contracts · Plan and direct appropriate equipment availability and utilization strategies Cost and Asset Utilization · Work with Mechanical managers to study productivity rates and identify opportunities for Lean Manufacturing · Share recommendations with other regional heads across Canada and the United States (U.S.) to leverage best practices and achieve cost savings · Analyze maintenance costs relating to equipment depreciation versus replacement · Identify ways in which technology can leverage productivity improvement and minimize costs · Lead the Locomotive and Car headquarters budget, the American Association of Railroads (AAR) debits and credits, Indirect Line Operations Car budget, and System and Foreign Locomotive billing Staff Management · Monitor work volumes versus manpower, identify factors impacting optimal staffing and forecast when an increase or reduction is required · Collaborate with Human Resources (HR) when implementing the Bench Strength program for Mechanical Cars and Locomotives across the U.S. and Canada · Coach and assist with the development of managers Safety · Develop hazard risk assessments and job processes as required · Analyze safety data including safety audits, Performance Monitoring Compliance Rules (PMRCs) and close out reports, identify issues and areas for improvement · Meet with regional heads to discuss solutions, develop strategic initiatives including reduction of accidents and create goals to drive execution · Identify training gaps and ensure consistent application of safety procedures nationally · Create best practices by reviewing current protocols against corporate safety goals · Implement a standardized approach · Monitor safety measures and compliance with the Safety Plan, provide feedback and guidance to maintain alignment with corporate goals · Review safety meeting minutes to ensure quality and committees’ responsiveness throughout the U.S. and Canada · Address concerns with committee Chairs and provide feedback to ensure their effectiveness · Meet with Federal Regulators and Occupational Health and Safety (OHS) for significant injury accidents and deaths · Formulate and direct strategies to achieve CN’s locomotive and car fleet optimum levels of availability and reliability · Develop long-term plans consistent with marketing and transportation objectives for the locomotive and car operations’ future direction · Direct and coordinate locomotive and car equipment maintenance as well as repair · Establish response to critical operational situations on a daily basis Working Conditions The role is performed in a combination of office and outdoor environment in various types of weather conditions. The position requires being available on call 24/7, which includes emergency response costing of mechanical, engineering, lading and environment. Due to the nature of the role, the incumbent must be able to meet tight deadlines, handle pressure and stress.
