PURPOSE OF THE POSITION:
To provide expertise, instruction, and direct emergency management response functions for CPKC and outside agencies involving actual or potential releases of dangerous commodities/hazardous materials. Plan, organize and direct corporate activities related to dangerous commodities/hazardous materials, risk management, loss prevention, and loss reduction and ensure a safe environment for the public and employees. This also includes developing a relationship with the emergency response community within your territory and providing training and collaboration for emergency preparedness. Support inter-departmental operations related to Dangerous Commodities/HazMat and are able to safely and physically respond to sensitive incidents.Â

This position is based in the Southern United States, where CPKC has offices, with a preference for Louisiana.

POSITION ACCOUNTABILITIES:
Ensuring a safe, cost-effective response to hazardous and non-hazardous materials emergencies allowing the safe operation of trains
Plan and execute courses of action necessary to facilitate the successful conclusion to an uncontrolled release of a hazardous material and return the railway and the impacted community to normal operations
Manage emergency responders’ competencies through identification of deficiencies, implementing and providing training and ensuring proper equipment maintenance
Act as a liaison between the company, various Government regulatory agencies, customers and shippers to ensure the interests of the company are maintained with regards to the management of hazardous materials
Manage company hazardous materials operational issues within their respective geographical territories by implementing and administering government and company procedures for the safe transportation of hazardous materials
Manage all correspondence concerning accidents, leaking or defective containers/equipment and /or violations involving hazardous materials reportable to Transport Canada, United States Department of Transportation (US DOT) and Transportation Safety boards (US and Canada) and appropriate Mexican government authorities
Manage, plan and execute emergency response drills for employees, contractors, customers and the community
Provide oversight and expertise in the management and maintenance of company-owned emergency response equipment and storage facilities
Develop and provide training to internal personnel, contractors, provincial, state, county and local governments on various railroad and hazardous materials issues
Manage, plan, and execute emergency response drills for employees, contractors, customers, and the community and hazardous materials issues
Audit customers shipments and observe operations at tank car shipper loading and unloading facilities to ensure conformance to tank car specifications, securement and documentation

POSITION REQUIREMENTS:
Preferred Bachelor of Science degree in Environmental, Occupational Safety and Health, Industrial Hygiene, Fire Science or related field - preferred but not required
A minimum of 5 years of previous relevant experience; Mechanical railroad or HazMat experience is desirable
Tank Car expertise preferred with understanding of railroad operations preferred
Advance Tank Car Specialist experience a plus prior knowledge and/or experience in Emergency Response preferred
Must be willing to be on call and travel within an assigned territory
Ability to speak in front of varied, dynamic groups of people required
Ability to work and communicate with all levels of management and Federal agencies required
Demonstrated knowledge of IMDG and 49 CFR
Ability to manage budgets and capital projects as assigned
Strong computer skills, specifically MS Office required
Demonstrated capability to manage the mitigation of leaking HazMat cars
Able to implement Incident Command and obtain NIMS100, 200 and 300 and above as needed
Ability to prepare field reports
Firefighting Service and/or Wildland Fire experience is an asset
Credibility with Operations and/or Regulators
