PURPOSE OF THE POSITION:
The Manager Signals and Communications (S&C) Engineering will provide support in coordinating project control activities on internal and external projects within Canada, the US and Mexico. The incumbent will generate estimates, prepare budget plans, perform administrative tasks and provide technical and/or management support to various stakeholders.

POSITION ACCOUNTABILITIES:
Generate estimates for wayside signals systems and crossing warning systems
Work with stakeholders to document detailed scopes of work and resource requirements
Develop and maintain a standard basis of estimate including typical bills of materials, costs of materials, labor and services, cost escalation allowances etc.
Ensure a consistent, intuitive estimating filing system is in place, and status of requests are recorded and shared
Prepare short-term and long-term budget plans & supporting resource forecasts
Prepare sketches of proposed change(s) to site(s)
Prepare one pagers, and populate information such as scope of work, costs, recoverables and associated risks
Document and implement estimating processes, standards, checklists and templates for detailed and Rough Order of Magnitude (ROM) estimates
Mentor stakeholders with regards to estimated processes
Facilitate integration of estimates into capital budget upon approval

POSITION REQUIREMENTS:
Bachelor of Electrical Engineering orÂ
3+ years S&C field/construction and/or S&C design experience
Valid driver's license required
Valid passport with ability to travel to US/Mexico without restrictionsÂ
Strong Microsoft Excel skills, with a process-oriented and detail-focused approach
Self-motivated, able to work effectively without direct supervision
Excellent verbal and written communication skills
Demonstrates strong attention to detail and commitment to structured processes
